If I roll a 1 multiple times in a turn, can I flip multiple stacks of Underdog’s Glory?

 No. You can only flip one stack of Underdog’s Glory per turn, regardless of how many 1s you roll.

Does this flip if I roll a 1 on an effect roll?

No. It only flips when you roll a 1 during a combat roll, Engage, Strike, or Counterattack. It does not trigger from effect rolls.

Can multiple players use this on the same player?

No. Underdog’s Glory is played facedown, and when it’s turned faceup, it automatically stockpiles. You cannot separate them into different stacks.
